What do you exactly mean by sister city? If you are referring to the same geographical location, area and those sort of things, most probably Aruba may have similarities with other cities. There could be lots of them.
Yes, a sister city is a city in another country that will "pair up" with a city in another country to promote friendship, culture, and commercialism, etc. Do you understand what I mean? It's just a fun way to be aware of other places around the world.
