Do we need to apply for a tourist visa before going to Aruba or will the immigration authority give us the visa after we arrived on the airport? Are there embassies in all states or do we need to go to Washington DC to get a tourist visa if ever this is needed?

I think you can travel to Aruba just on a passport. I am not sure about how visa's work but I think you only need one if you are staying for an extended period of time.

It would be great if we can get on arrival visa in Aruba. I found a list of countries those issue on arrival visa and Netherlands is listed there. Aruba is within the Kingdom of Netherlands, right?

Thanks for confirming that we can have the visa after we arrive in Aruba. I'm sure that Aruba is a part of the Kingdom of the Netherlands so we don't need to get a visa then.
