The lack of meters lends to the experience of bartering which is very common in Aruba. Bartering is a part of the Arubian lifestyle and is expected by the merchants.

I think they are legitimate because the government or the airport authority won't be allowing them to go into the airport if they are not legitimate to drive. I would go with the answer of beachcomber, which is directly above me. The bartering method could be the reason why they are allowed to have these kind of taxis on airports.
